PHTAYA Responsible Gaming: Who Can't Play and How to Get Help
Responsible gaming starts with a simple rule this site repeats on every page that touches it: 21 and over only, no exceptions. Beyond the age line, PAGCOR sets out a wider list of who may not play at all, a formal self-exclusion process for anyone who wants a break enforced rather than remembered, and a contact line for questions either of those raises.
Who May Not Play
PAGCOR restricts several groups from gambling in the Philippines, regardless of age:
- Anyone under 21.
- Government officials and employees connected directly with government operation.
- Members of the Armed Forces of the Philippines and the Philippine National Police.
- Persons listed on the National Database of Restricted Persons (NDRP).
- GEL holders, a category PAGCOR itself defines.
If any of these applies to you, the right action is to not play at all, on PHTAYA or anywhere else licensed the same way.
PAGCOR Self-Exclusion
PAGCOR’s self-exclusion program runs on three lengths — 6 months, 1 year or 5 years — chosen by the applicant, not assigned. The first six months of any self-exclusion cannot be reversed once filed; that restriction is deliberate. Applications go through PAGCOR’s own Self-Exclusion Application Portal, and questions about the process can go to (02) 8248-9568 or ResponsibleGaming@pagcor.ph before filing.
Practical Limits Beyond the Law
Being over 21 and off PAGCOR’s restricted lists is the legal floor, not the whole of responsible play. A loss limit set before a session, a fixed stop time, and an honest look back at what a month of play actually cost do more day to day than any rule filed with a regulator. The signs of loss chasing worth checking your own play against are a good place to start if a limit keeps slipping.
Getting Help
Peer support exists outside PAGCOR’s own process too: Gamblers Anonymous Pilipinas (gamblersanonymous.ph) runs in-person and Zoom meetings across the Philippines with no fees or dues to join. Whichever route fits — a personal limit, PAGCOR self-exclusion, or a peer group — the common thread is deciding it before a session starts, not in the middle of one.
Where These Rules Apply
These are PAGCOR’s own rules, not a policy this site invented, and they apply the same way across every PAGCOR-regulated operator, PHTAYA included. Checking your own eligibility against the list above takes a few minutes and is worth doing before registering anywhere, not after a first deposit has already gone through. Nothing on this page substitutes for reading the operator’s own published terms at the point of registration.
